ISSUE IN CONSTRUCTION PROJECT MANAGEMENT

Issue Or Weakness In Construction Project Management

Project management is defined as the overall planning, control and coordination of a project from the initial stage to the completion stage to meet customer needs and ensure that the project is completed at a set time, in the cost and quality of the work as expected by the customer. Issues or weaknesses in managing development projects have been identified at every stage of project management. The issue or weakness is as such:
a) Planning Level
• Selection of inappropriate sites
• Land acquisition is pending
• Customer needs are not clear / incomplete
• Limited provisions

b) Design Level

• Designs that do not fit / do not practice / do not meet user requirements / incomplete
• Less information / information is unclear
• Coordination issues
• Designer mistake / overlooked
• Delay design preparation

c) Acquisition Stage

• Delays appointing consultants / contractors
• The contractor is not capable
• Contractors have no experience of implementing complex projects

d) Construction Stage

• Site problems
• Slowly get approval from local authorities
• Coordination issues
• Contractor receiving painting
• Subscribers are late to confirm
• Lots of extra work
• Extended time (EOT) is too long
• Overlapping contractor's scope of work
• Ineligible site supervisors
• Neat site supervision
• Construction work does not follow specifications / drawings
• There is no quality control record
• Lack of monitoring on consultants / contractors
• Rising prices of building items (such as iron and steel) are out of control
• Problematic contractor
• The project is abolished

e) Preparation and Submission Stages

• Imperfect construction work / many defects and damage
• Construction is certified to be completed even if there is an uncompleted work
• Exam and commissioning are pending
• Facilities / equipment unusable
• Buildings / facilities can not operate effectively
• Customers are reluctant to move
• The building has been submitted but can not be occupied
• No security controls
• Buildings occupied even though the Certificate of Fitness for Occupation (CF) has not been obtained

f) Stage Repair / Damage and Maintenance Stage

• Lack of monitoring / supervision
• No maintenance
• Disability / Damage:
• Slow repair
• Left without any action
• Not repaired despite the Defects Liability Period expired
• The same is repeated
• Not reported
• Serious after Defects Liability Period

g) Contract Administration Level

• The signed contract is signed
• Late execution and insurance bonds forwarded / not extended in line with time extension
• Change of work is carried out before approval is granted
• Extension of delayed time / reasons not subject to contract terms
• Work Passed Certificate late / released in backdate
• Non-schedule progress payments
• Late fines do not apply
• Work Certificate Not Ready issued after work is ready
• The Final Certificate is later issued
• This issue or problem has caused late construction, construction is not high quality and construction costs are increasing. This affects consumers, affecting the image of the country and also bringing losses to the government.
